Whether I used Microsoft Outlook or Outlook Express, every time I clicked on an email link on a webpage, I'd get no response from the email but about 55 I. E. pages would appear. Sometimes I got a message saying the email client wasn't set up properly. After not being able to find the solution from more P. C. savoy folks, I put Norton Utilities to work. But 1st. I did the following. Running XP Home I went into safe mode and logged on as administrator. From there I gave my username necessary permissions to change the registry. I went back into normal mode and ran Norton Win Doctor. When it completed, there were some problems it couldn't repair on it's own. Low and behold it showed problems in the "mailto" part of the registry. I chose the selection to make my own repairs to the registry. I right clicked on the "mailto" and all of the subfolders giving the necessary permissions as I went along and once I was able to edit the folder, duplicated the info from another P.C. Sometimes the info would self populate as soon as the permissions were changed. After making the manual changes to the registry I reran Norton. Not only did the problems not return on Norton but the email links work properly now. BUT DON"T EVEN ASK HOW THE "MAILTO" GOT MESSED UP IN THE FIRST PLACE. I have no idea.
