GAL   
In Exchange 2003 we are experiencing an issue where our MAPI clients cannot 
see the list on GAL. It was working before and nothing has been done on the 
server to caused this problem. Now, I do not know how to make that list 
available to the clients although if in cached mode, some may be able to view 
said list.

Check the properties of the default GAL in  ESM, see if it brings up
the right things. Then check OWA and make sure it resolves names that
you know are there but don't appear in the client list.
Report back.
I'd lay odds it has its roots on the client side.
