When T1 goes down   
Is there a way (when my T1 goes down) to configure exchange to use an 
alternate connection to send and recieve mail? my line has gone down twice in 
the last 6 months so i am looking for a backup plan to put in place.

This would be configured at the router, not at Exchange.  If your primary 
path is not available, the Internet facing router can be configured to send 
the packets another way.
