Exchange 2000 install on cluster - Physical node   
Once exchange 2000 is installed on physical nodes do all MS exchange services 
 come up on physical nodes before user creates exchange virtual servers ?

When you create the System Attendant (SA) it creates the services on the 
machine for you. Until then, just the bits are on the machine, no services.
