Can't change read/unread status on messages in public folder   

We have E2K SP3, other patches are also installed including August 2004 
Exchange 2000 Server Post-Service Pack 3 Update Rollup(KB870540). Outlook is 
from Office XP (Outlook 2002 SP3)
  Problem is - when I uncheck the "Maintain per-user read and unread 
information for this folder" I can't change status of messages in PF 
anymore(if it's read, I cant change it to unread and if it's unread I cant 
mark it "as read") and Outlook doesn't show the unread message count on PF 
or shows it wrong(there are unread items but outlook doesn't show any new 
messages). I tried to install patch which is mentioned on 
http://support.microsoft.com/kb/827555/ , but seems, that it doesn't 
install. It goes through all steps, extracts files, stops Information store, 
does something and starts Information store(no errors reported), but 
Store.exe version number stays same and if I look at KB827555.log I don't 
see any lines which indicate that store.exe and mdbmsg.dll were copied. It 
also reports on control panel add/remove programs that Hotfix for Exchange 
2000 (KB827555) is installed.
  Anyone have some ideas where to look or what to do, is it Exchange problem 
or Outlook problem. I'm kind of out of ideas itself.
