redirect incoming email message to external email?   
Is there a way to redirect any incoming email's to a certain user to an 
external email address?

I tried to use server rules within OWA but they don't seem to run.

If this is all mail and you are using Exchange then create a Contact in ADUC 
and then from the Mail Delivery Tab of the user properties forward the mail 
to this Contact.

What if they want only external email forward and all local mail not 
forwarded? (Do I need to setup a Outlook rule for this?)

You'd need an outlook rule, and you'd need to open up autoforward to the 
Internet.

Why not just let this external party use OWA or something else to access 
their Exchange mailbox directly, instead of forwarding at all?

They would like to get there email on a BlackBerry... And as far as I know 
this is the only way they can do it...
