Outlook 2003 connectivity over WAN link accessing Exchange 2003 server   

There are remote users using Outlook 2003 and wish to access there mail 
remotely. They are using Windows 2000 Pro, so I can't use RPC over http for 
this setup.

Do I simply create either an imap or pop service inside of Outlook 2003 to 
allow these users to access there mail remotely or is there another way at 
doing this?

I know you can use OWA, but I'd rather not as the users would want to have 
there email on there laptop at all times.

I'd use VPN and have them access the Exchange mailboxes directly, using 
cached mode to sync their local copies with the server.
