Problem with mail delivery to Outlook 2002 client   
My email server is running Ex2k3 Ent and W2k3 Ent.

I have a user that is experiencing a problem with delivery of mail. 
It appears that mail doesn't deliver unless he actually opens an email then 
you can see email delivered. Sometime 5 or 6 at a time.

I tested by sending him an email which didn't deliver so I tried clicking on 
the Send/Receive and was surpised to find that the email still wouldn't 
deliver. But opening an already delivered caused the test email to be 
delivered to his mailbox.

What could be causing this?

Most likely a software firewall on the workstation that blocks the inbound 
UDP packets Exchange sends to the client. XP SP2 enable the firewall by 
default, note -

Let's back to the issue.

I agree with Lanwench that this behavior occurs because Outlook uses the 
user datagram protocol (UDP) to receive new e-mail message notifications, 
to update folder views, and to perform searches. By default, when you apply 
Windows XP SP2, it turns on the Windows Firewall. The Windows Firewall 
blocks the UDP packets that Outlook uses for new e-mail message 
notifications and for the Find feature.

Because UDP is a connectionless protocol and the Outlook client does not 
initiate the communication with the server, the Windows Firewall interprets 
the UDP packets as unsolicited and blocks them.

I don't think this article applies specifically to the problem this user is 
having. They are not experiencing an issue with receiving a notification as 
far as I can see because the email doesn't deliver at all. Clicking on 
Send/Receive does not deliver the email.

So, I don't see what issues in this articles applies to this users problem. 
Is there possibly some deeper issue within Outlook that this applies to?

A software firewall is really is the most likely culprit. If you're using 
the XP firewall, try disabling it temporarily.
You can tell whether this is the issue if the user is able to suddenly see 
all new mail come in at once if he/she clicks on another folder & then back 
to Inbox.

You're right the easiest thing is to disable the firewal on the machine to 
see if this continues.

Thanks for updating. 

The article 839226 does apply to issue that mail takes long time to be 
delivered. Any one of the symptoms below may be caused by user datagram 
protocol (UDP) packet blocked.

1. When you try to send an e-mail message in Outlook, the e-mail message 
may remain in your Outbox folder longer than expected. 

2. When you connect to a Microsoft Exchange Server-based computer and 
receive a new e-mail message, you are not prompted with a notification, and 
the new e-mail message does not automatically appear in your Inbox. If you 
click Send/Receive or another Outlook folder, and then you click your Inbox 
folder to update the Outlook message pane, any new e-mail messages that you 
have will appear. 

3. When you use the Find feature, Outlook may stop responding. For example, 
if you click Find on the Tools menu, type a word in the Look for box, and 
then press ENTER, Outlook may stop responding.  

So please have a try on the instruction in the article. If there is

I have disabled the firewall on the computer and mail is now being delivered 
automatically.
I understand now after rereading the symptoms and this user was definitely 
have the symptom outlined in #2.

Will follow the directions for resolving this problem.
