Exchange email archiving/filtering/searching

Exchange 6.5 on SBS2003

I have a requirement to wherein I have to accomplish the following for my 
org:

1)  Archive all inbound and outbound mail.
2)  Automatically do NOT archive mail that doesn't leave our domain (i.e. 
mail from dick@toasterhead.com to jane@toasterhead.com does NOT get 
archived)
3)  If subject contains the word "confidential" or "personal" it does not 
get archived.
4)  Archive must either BE a public folder or have a mechanism to 
automaticlly forward or move each email to a public folder for indexing and 
searching.

#4 doesn't have to be a requirement if there is a product out there that 
will do 1,2,3 above and give all users a frontend to query the archive.

Anyone know what product in conjunction w/ exhcange can do this?  Currently 
i'm 'forwarding all emails' to an existing user and have gigs of crap -- 95% 
of it is internal and 1% is confidential and shouldn't be in there.

Forget it within Exchange. You have 75GB of storage for mail.
archiving everything will just chew it all up.
If you want to archive the SMTP only then www.gfi.com have a solution
for you.

That's simply achieved by not archiving messages within the store. You
don't want to archive, you want to "journal" (It may well be semantics
but if you deal with a vendor it makes a difference)

What? What happens if the message is confidential and the sender
forgets to prepend the message? You need to archive everything and
secure the archive from interference.

Nope. See 1. You have SBS so you don't have the space. Forget it.

More to the point, if someone wants to circumvent the logging, they just put 
confidential in the subject and send the salary file out of the building.

Thanks for responses.  Please help me clarify....

First off, customer is only 20 people and I don't allow them large 
attachments so archiving everything takes only about 3 GB per year and i 
figured i'd put to pst every couple of years.  Furthermore, they aren't 
really not concerned about security.  I realize the 'confidential' or 
'personal' tagline is a horrible way to differentiate whether or not an 
email is being archived but this is the request....  finally, understand 
that the customer wants everyone in the company to be able to search this 
journal/archive -- he's not concerned about privacy.  It may be nuts but 
it's the request.  He probably wouldn't even mind giving all users full 
access to it so if there was an email in there that they didn't want in 
there (an email to their wife) they could delete it from the shared 
location.

W/ regards to NOT journaling internal email (thanks for semantic correction 
Mark) ...  The way i'm currently archiving is i've checked a checkbox w/ in 
exchange that says "Archive all messages sent or received by mailboxes on 
this store" w/in my mailbox store properties.  I see no way to say "archive 
all outbound or inbound" emails -- It seems like it's all or nothing.... or 
is this somehow a function of the GFI mailarchiver?
