Have you tried granting rights at the Store level too,

Again, you are trying to just do an export of user mailbox to PST File not
a merge?

Thanks John,
I created a User called Exmerge and give the permissions accordingly.
I was able to read any mail box using ( Exchange profile) this account.
Still I have the same error.
