ownership   
We have a load of old employee's who are no longer with the company,
we need to delelte there accounts but keep there exchange mailboxes.
i have made a new account called "exmail" I need all there accounts to
be avaliable to this user, I have gone into mailbox rights and given
ownership and full control to exmail and i have also gone to security
and given full control, the account its self is disabled but as I
mentioned earler it will be delelted.
 When I open outlook i have it so there is the exmail account and the
user account (eg amy) the exmail account is fine but when i open amy's
account it comes up as "Can not expand the folder. The set of folders
can not be opened. Microsfot Exchange is not avaliable. Either there
are network problems or the exchange computer is down for maintaince."

any ideas?

For how long? remember, a mailbox is part of a user account. If you delete 
the user account, the mailbox will stick around for a while, but you won't 
be able to connect to it using the method you're trying. Just disable the 
account until you're ready to kill the mailbox (which you should be able to 
do when you've gotten everything out of it, or dumped it out to a PST file).

Did you grant rights to the Amy account? Doesn't sound like it. Set up an AD 
security group called Exmail - and add yourself & whomever else to it. Then 
grant Full Mailbox access to the Exmail group, to all the ex employee 
mailboxes (or to the specific mail store itself if you wish). Then any 
members of that group will have access to the mailboxes in there.

I'd start over - undo everything you did the first time - including, remove 
the extra mailbox from your Outlook profile. You'll add it back in later, 
after you change the permissions.
And you don't need to go into the Security tab - all you need is "full 
mailbox rights" granted via the button in the ADUC properties. And note that 
unless you restart your Exchange services immediately afterwards, it can 
take a while for the permissions changes to take effect.
