RE: Using a Recipient Policy to delete e-mail for Junk E-mail

Thank you for posting.
First, I want to confirm one thing with you:
Why did you say " The policy seems to run"? Did you receive any
notification mails?
Since you submitted this problem in exchange2000.admin queue, I suppose you
are using Exchange 2000. So I suggest you have a look at the following KB
article:
Mailbox Manager does not delete messages if the delivery time is beyond the
age limit

If you are not using Exchange 2000, please try the following steps to
narrow down/fix this issue:
1. Create a new user for testing.
2. Copy some mails into Junk E-mail and Inbox folder.
3. Create a new Mailbox Manager rule to clean up mails in the two folders.
(make sure if the rule is running without any problems and if it is a
folder specific problem )
4. Run mailbox management immediately.
To run mailbox management immediately, follow these steps:
a. Click Start, point to Programs, point to Microsoft Exchange, and then
click System Manager.
b. In the left pane of Exchange System Manager, expand the Servers object.
c. Right-click the computer that you want to process, and then click Start
Mailbox Management Process.
5. Logon to the new user's mailbox and check
If the problem still persists, please collect an MPS report for me:
1. Access the following URL:

2. Download MPSRPT_Exchange.EXE and execute the exe file.
3. Please send the resulting file (CAB file) to me at

Hi Harrison,
I have analyzed the MPS report. I did not find any related errors. So I
suggest perform another test:
1. Create a new mail enabled user account. I suppose its name is user1.
2. Update all the Recipient Update Service.
3. Logon to the user1's mailbox on a client machine with Outlook and create
a new folder. I suppose the folder is test. Then send a mail (>1MB) to
self. Move the mail in Inbox to Junk E-mail and the one in Sent Items to
test folder.
4. Right-click Recipient Policies, point to New, and then click Recipient
Policy.
5. Click to select the Mailbox Manager Settings check box, and then click
OK.
6. Input a name and click Modify, and then click Find Now. Make sure that
user1 is in the list. Click OK.
7. Click the Mailbox Manager Settings (Policy) tab, choose Move to Deleted
Items folder in the drop down list, and then click to clear all of the
folder check boxes. Click Add to add Junk E-mail and test to the list.
Please ONLY select Message Size (KB) 1024, uncheck Age Limit. Click to
select Send notification mail to user after processing. Click OK.
8. Right the server on which the user1's mailbox is hosted, click
Properties, and then Click Mailbox Management tab.
9. Choose Send detail report to administrator, and choose Administrator's
mailbox below. Click OK.
10. Right the server and click Start Mailbox Management Process.
11. Check if the mails have been moved to Deleted Items folder in user1's
mailbox.
12. If the problem still occurs, please send me the detail report in
administrator's mailbox. v-jochen@microsoft.com
PS: I found a lot of 1023 error in the Application log. So I am providing
