In the security patch MS06-019 there is a link to a KB912918 which describes how to search through your AD for mailboxes where you have account with Full Mailbox Access but not Send As permissions. In KB912918 you can read that your Full Mailbox behavior is changed with the store.exe with version 6619.4 Here is the text from the KB: "You are running Microsoft Exchange 2000 Server Service Pack 3 (SP3) with a Store.exe file version that is equal to or later than version 6619.4. Version 6619.4 was first made available in the following Microsoft Knowledge Base article:" I have a store.exe that is 6617.47 and I have the functionality that when I set the Full Mailbox Access it will NOT give the Send As rights.
