Owner of a public folder gave "Owner" access to another member but she can't see the public folder at all. Any thoughts?

It's sub folder but there are subfolders that need to be shared/used as well. Second user is given 'Ownership" access but can see nothing. It has been a five days and no folder is visible in the Second owner's Outlook. The only thing I found different today with the second owner and current multiple owners who have already access to the folders in System Manager (Exchange 5.5) under Properties >> Permissions tab >> Client Permission was that Second Owner did not have 'Folder Contact' checkmark. The rest of the features are checked mark. About forty minutes ago, I put a checkmark to 'Folder Contact'; yet she has not seen it yet. thanks kindly,

Second user has viewer permissions on the parent folders as well as the folder she suppose to use. She can't see any public folder at all.
Outlook 2003? Yes, it's Outlook 2003 and she already has 'Folder List' view and she could see many folders but our own company folder and subfolders. It's strange because I could see the folders+subfolders that she needs to see but she doesn't have any folders of our own department at all listed under Folder List.

I am sorry for communicating poorly. She is able to see other public folders within Folder List pane. However, she is unable to see the folder of our company and also subfolders within the folder. She could see other Public folders of the other departmants but she can't see what she needs to see which is our company's public folder and subfolders.
She could access to her email, there is no issue at all in that regard.

Susan, I have found out that Exhcange has its own Security groups for Public folders and the account which have not been able to see our company's public folder were bit addedto the Security Group of our own company's public folder. I added her to the security of our company's exchange public folder list and now she is able to see. Thank you for taking time to help me; your help greatly appreciated.
