If these users are within your Exchange domain, then it means that their
profile might have a restriction placed on it (by an admin) that says
they should only accept e-mails from specific users.
If you are able to check this, then you can open ADUC, the right-click
the affected user, select properties, then select the Exchange General
tab, then select the Delivery Restrictions button and make sure that
under Message restrictions, that the From everyone radio button is the
default. That should clear up that problem.
If they are not in your domain, then you may have to ask the admin of
that domain to do the same procedure to solve the problem.
