Is there anyway to tell who is connected to our Exchange 2000 Server using 
Outlook Web Access?

Check your IIS Log under "%systemroot%\system32\Logfiles" or view "Logons" 
from within ESM. (Client version is HTTP )

There is no IIS login under "%systemroot%\system32\logfiles

Administrative groups->your site name->servers->your server name->first 
storage group->mailbox store-> logons.   Under logons there is a column 
client version which will say HTTP.

not to sure about logging someone out, but you can stop the web service which 
will kill there session and then disable web access for that user through 
Active Directory user  and computers under the  Exchange features tab.  
restart the webservice and they wont be able to login again
