exchange server licensing end users   

Hi All,

I am trying to remove users and mailbox from AD windows2000 and   exchange 
2000. 

When I restart the file server (first DC)or  exchange  server (Second Dc)all 
old removed users come back only on the exchange server licensing . therefore 
not on (AD)
