Thank you for posting.
First, I want to confirm one thing with you:
Did you create the new user account on the NEW DC?
According to my research, the AD users and computers snap-in will be
extended after installing Exchange. We can view exchange related attributes
only in the AD users and computers snap-in created by Exchange. So I
suggest you create a new user on Exchange server.
Start->All Programs->Microsoft Exchange->Active Directory Users and
Computers.

My ADUC has the Exchange snapin which I was running from my workstation.
So, I guess I'm not clear on the explanation.
Did I need make sure that the focus was set to the DC I usually am connected
to in order for the mailbox to be automatically created?
I thought that if the the Exchange snapin was installed it would not matter
which DC I was connected to.
And I think I deleted the the problems user accounts then recreated one of
them making sure I was connected to the DC I usually would have been
connected to.

Hi Irene,
If you want to know the certain reason(s), you must provide me the detailed
error message and the reproduce steps. Then I can do further research.
Now I am providing you my guesses:
1. DSAccess did not detect the proper DC in your domain. (Right click the
server->Properties->Directory Access)
By default, Exchange will detect all the available DCs and then configure
them automatically. If the process fails, you may not be able to create
user mailboxes. After you introduced a new DC and rebooted the Exchange
server, Exchange refreshed the configuration. So it worked fine.
2. RUS did not bind to the proper server. (Recipients-> Recipient update
services->Right click a Recipient update service->Properties->Windows
Domain Controller)
The Recipient Update Service is a component in the Exchange 2003 System
Attendant service. The Recipient Update Service creates and maintains
Exchange 2003-specific attribute values in Active Directory. If the
services do not point to the proper DC, the problem may occur also.
