According to my experience, the mailboxes are created after first user
logon. Please have a look in ESM after logon with this user account..

Unfortunately, in this case they are not. The ADUandC exchange console also
does not reflect the changes made on the Windows 2003 DCs. Any new users
created do not show up on the exchange server. Nor are deleted users
removed. Somehow the AD link between the 2003 DCs and Exchange 2000 appears
to be broken.

Hi,
Exchange server does not hold a copy of the active directory so the ADUC
that you start on this server connects to a domain controller and
gets/updates its information from here. Start the ADUC on the exchange
server and see which DC it connects to and then start the AD replication
troubleshooting from here.

Found the problem. The Recipient Update Service was pointing to a DC that
failed months ago. Odd that the problem only manifested itself this week,
but changing it to a valid DC fixed the problem. Thanks for your help.
