Mailboxes not getting created in exchange   
I didn’t see an Exchange 2003 forum so if im in the wrong spot pleas let me 
know where to go.

When creating users in AD i opt to create a mailbox as well.
When i go to the mailbox store the mailbox does no appear. The exchange 
server is the primary AD server so there shouldn’t be a problem with 
replication.

I have also tried creating the user by itself, then coming back to create 
the mailbox with no luck. I have every permission in Exchange assigned to me, 
i can do anything i want in exchange. but for some reason, its not creating 
the mailboxes...

As far as i know the only way to create mailboxes in 2003 is via AD. im a 
wrong here? Even if there is another way, this should be working.  Any ideas?

What you describe seems to be normal behavior. Here is how the process goes:
1. You create a mailbox the way you describe. But in fact, you haven't 
created anything, and mailbox cannot be used yet.
2. RUS (Recipient Update Service) stamps user account with all the Exchange 
attributes. It's automatic. After this is done, the mailbox can be used but 
has not been physically created yet. You cannot see it in the store.

For the mailbox to be physically created, one of the following has to 
happen:
1. Somebody opens it using Outlook or OWA.
2. It gets e-mail.

So try to send an e-mail and look again.

If you cannot send an e-mail (don't see it in the Global Address Book), you 
need to troubleshoot. RUS.

That makes some sense. However, when i go into OWA i just keep getting 
rejected at the login screen. I did run into an issue where the account was 
set up to change password on next logon. So i have been creating these 
accounts without that for the time being.  Logging into OWA, it asks for 
credentials three times then kicks me to access denied window.

Can you send an e-mail to those new mailboxes? If you cannot:

It must be a RUS (Recipient Update Service) issue. Make sure:
1. You have at least one RUS object per domain plus one Enterprise RUS.
2. Every RUS object points to a live DC and a live Exchange server.
3. Make sure that specified Exchange server can connect  to (resolve!) 
sepcified DC.
