Distribution List Delegation   
I am at a loss. I delegated the right to one of my employees to create 
[distribution] groups but he is unable to MailEnable them.  In Exchange 2003 
I delegated him the View Only Admin as suggested but that did not work 
either.  How do I fully grant a user the ability to Mail Enable Groups?
