Delegation   
In my AD I have a distribution list OU.  I delegated a user the right to 
create new groups in that OU, however, when he tries to run the Exchange 
Tasks and create an email address for the newly created Distribution List, 
it fails.  What access do I need to configure on Exchange (2003) to allow 
him to create email addresses for groups in that OU?

In order to mailenable a group a user must have  exchange view administrator

I delegated the Group the user belongs to the View Only Administrator.  He 
can create the group in AD but creating the email stil fails.

True only if using CDOEXM or the Exchange GUI tools. If you are using LDAP you 
only need write prop to two attributes on the groups. You have no need to be 
able to see the Exchange config at all.
