Migration between exchange 2003 and exchange 2007 on two different   

I am planning to migrate 600 users from one exchange 2k3 forest to another 
exchange 2k7 forest without a Trust. 
I am thinking to use Ex-merge, but i understand E2k7 doesnt use exmerge. 
So my question is :
What is a best way to extract 600 mailboxes from one forest to another, 
(without a trust)

Exchange 2007 SP1 will allow import/export of PST files.
