Not sure, but it almost sounds like Exchange cannot resolve your Domain
Controllers.
I assume that Exchange and your DC's (including Global Catalog) are at the
same location??
I would check the Server Properties in Exchange System
Manager....specifically the tab labelled Directory Access. It should show
your Domain Controllers, and the Global Catalog Servers that Exchange is
using.
As an FYI - Something interesting I learned from a technet show. Do you
have WINS running on your network?? Exchange 2003 is still pretty dependant
on WINS for name resolutions. See this article from Microsoft:

Unfortunately, I have not run across the error you are describing, so the
above might not be the correct direction to take.

Hi Hutch, thanks for the reply.
It does sound that way. However, all DCs/GC/Exchange are in fact
plugged into the same switch.
Exchange System Manager shows the two DCs, the exchange server and the
GC, nothing seems out of the ordinary, on that Directory Access tab.
We're also running WINS... so I'm really stumped.
Exchange 2003, latest service pack.

Hmmm....well...the only other thing I can think of, is the Send As\Receive As
right on the mailboxes.
When I was using ExMerge, I kept getting weird errors on Exchange, as the
program could not access the mailboxes. I had to give Domain Admins, and
Exchange Admins, the Send As\Receive As right, before it would work.
I believe Message Tracking actually accesses the individuals mailbox, so
perhaps you have a permission issue. Maybe look at the account you are
logged in with, when running Message Tracking, and verify that permission.
