Mailbox Manager   
Server:  NT 4.0 (SP6a), Exchange 5.5 (SP4) with latest hotfixes.

Tried to install the Mailbox Manager from both the SP3 and SP4 CDs and keep 
receiving an error saying that "Setup required an Administrator's Account" 
and than "Setup has failed.  You can run the setup program at a later time 
to install the application again."

I'm logging on as the domain admin and that account is the Service Account 
admin.  The domain admin account is also the account that the Exchange 
services uses.

Does anyone have any suggestions?  I won't be able to migrate Exchange to a 
new server and Exchange 2003 for about another two months and need to clean 
out mailboxes  and stop the Event ID 166 madness.

You may need higher rights such ad the enterprise admin (maybe)
What account is your 5.5 services tied to?

When I inherited my exchange 5.5 server I had similar problems because the
previous admin had ties the exchange services to his domanin user account 

Try shutting down all exchange 5.5 services and IIS then install again
