GPO blocking install of Exchange Mngmnt tools   
I was trying to load the sys management tools from the Exch 2003 disk onto my 
local desktop (win XPSP2), and I kept getting an error: Microsoft exchange 
has an unknown installation problem.
I had the IIS management snap-in and the smtp snap-in, and i have local 
admin privileges.  

I then blocked inheritance on all GPOs and could install the sys management 
tools.

Can anyone give me a direction to look in the GPOs for what might be the 
root cause of this problem?  Obviously there is some permissions setting that 
blocked my local machine from being able to access the Exchange Server (2003 
Enterprise, and I'm using XPSP 2 on the local machine).

The install log doesn't really seem to show what the real problem is ... 
(naturally), or at least, I can't determine it.

Any ideas of where to look would be appreciated!
