tool to block internal email attachments   

I'm running Exchange 2003 SP1 and I'm looking for a way to filter
internal organization users email's in order to block certain file
formats. I've applied a filter on the Internet connector however my
goal is to block internal attchamnets too. Any idea on how to do it?!
