I installed Exchane 2003 ADC on a DC. The first two buttons, Step one and two are visible 3 and 4 are greyed out; resource mailbox wizard and CA wizard. What did I miss.

Step 1- Tool settings and Step 2-Data collection are visible. I run Data collection, but the remaining Steps 3- Resource mailbox wizard and Step 4- Connection agreement wizard are sitill greyed out.
