Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
While you are doing a test on your SBS sever in IIS, the web service did
not work until you uninstall .Net Framework 2.X and rebooted the server.
After then "push mail" didn't work anymore. You have tired reregister .net
with IIS but didn't help.
If I have misunderstood your concerns please feel free to let me know.
Before we go further, I would like to confirm with you:
1. Does this issue occur to all of your Outlook clients ?
2. What's the version of your Outlook? 2003 or 2007?
3. When did this issue begin to occur? Just occurred after you install
Exchange 2007 Service Pack 1?
Base on research and experience, this issue may possible a pure
Outlook/Workstation settings issue and not related to Exchange server
directly, please post this issue in our Outlook or
Office newsgroup. Check the resources available at the following queues:
microsoft.public.Outlook and microsoft.public.Office
The newsgroups should be particularly helpful to you.
However, personally, I would like suggest you check if all of your Outlook
clients have the same issue. If you are using Outlook 2003, please try to
use Outlook 2007 to have a try. At the same time, use OWA to have another
test to see if issue persists using OWA.

Actually, I mixed up your issue context with another customer's. So I wrote
the wrong problem description as you see. I am really sorry for the
confusion it caused.
As I understand it, our issue is:
You have installed Exchange server(or Windows system) for English
Australian dd/mm/yyyy and works fine for everything except that when users
send meeting request and receive denied conflict email, the date format is
changed to mm/dd/yyyy.
If I have misunderstood your concerns please feel free to let me know again.
Before we go further, I would like to confirm with you:

does not work from Outlook 2007 sp1 and 2003 sp2

Based on our tests, since this issue only occurs to Outlook application, it
's due to the date format settings in Outlook and does NOT related to
Exchange server side. Therefore, please follow up this issue in our Outlook
news group. Thanks for your time and understanding.

First, I apologize for the delay in response.
Based on further research on this issue, I still didn't find the root cause
or similar issue via our post database.
Since this issue does not occur on OWA and ONLY on Outlook, I still think
might be an Outlook by design issue. However, I still would like you try
the following steps:
Please check the date formatting on the Exchange server:
1. click Start, click Settings, click Control Panel, and then double-click
Regional Options.
2. In the Main tab, ensure that your locale is set correctly.
3. On the Date tab, verify that "dd/MM/yyyy" is listed in the Short date
format box.
4. Verify that "dd MMMM yyyy" is listed in the Long date format box.
5. Click OK to save the settings, and then click OK.
After the above checking, make sure all the language is set as English
Australian and test this issue again.

I have double checked this and all is set to the correct format. I noticed
that there was a resolved issue with Exchange 07 where the read recipt email
was doing the same thing could this be a simliar thing?

issue, let's go ahead and modify the Locales on the Exchange 2003 server:
Locales determine how date, currency, and time values are displayed, and
control other international settings, such as sorting order. When a
specific locale, such as French, is selected for a server, French language
clients connecting to that server see information that is properly sorted
and formatted in French.
To add a locale:
1. Start System Manager: On the Start menu, point to Programs, point to
Microsoft Exchange, and then click System Manager.
2. Navigate to the server container in the console tree.
System Manager
1. Administrative Group or Organization
2. Servers
3. Server
3. Right-click the server, and then click Properties.
4. Click the Locales tab.
5. Click Add to display Add Locale.
6. Click the locale you want to add, English(Australia) and NO
English(United States) and then click OK.

Hi,
Currently, I have not found any settings regard to Locales on Exchange 2007
server. I am still testing it, If there is any update, I will notify you
as soon as possible. Now, please try the below steps first.
Step 1: double check on the Outlook client
Since this issue ONLY occurs to Outlook and NOT to OWA, take Outlook 2007
for example, please double check the Language Settings on Outlook.
Open Outlook 2007, click Tools -> Options -> Mail Format ->Editor options
-> Popular, then on the right panel, click on "Language Settings...", in
the opening window, please select English(Australia) and NO English(United
States) and then click OK.
Step 2: install the latest Update Rollup 2 for Exchange Server 2007 Service
Pack 1
