My company uses exchange 2003 and I have the info to log into outlook web access, unfortunately the IT guy can't set up my phone as he can't set up personal devices (even though he set up my laptop to auto connect directly to the server) anyway, can I set up my device to sync with the server if I have the outlook web address and my password and username? This is the only reason that I even bought an HTC Mogul. I am out of the office 70% of the time and I need to have my emails pushed to me. any help? thanks!!!

Try using the OWA address without the provider (i.e. http://) and the /exchange bit. E.g. if your OWA address is http://server.domain.com/exchange, just use server.domain.com . I had the server security thing checked and when I unchecked it, presto...I am connected and it makes things so much easier. It is amazing how much easier my position is if I can have the emails pushed to me on the road...no more hour at the end of the day replying to all my mail.
You may want to talk to your IT department about the security issues related to non secure access to their exchange server.
