Forward incoming   
Is there a way with Exchange 2003 to forward ALL incoming mail for a mailbox 
to another address?

Only incoming and outgoing. It's the "alternate recipient" setting on
the properties of the AD account (do this on the Exchange server so
you see the Exchange tabs). If it's an external address you will need
to create a mail enabled AD contact before you do the forwarding.
