You would need to setup a SMTP connector and then add a smarthost
entry for your ISPs mail server. In fact, you can set up a SMTP
connector for just that domain you are trying to send to and test.

Static ip or not, they are blocking you and they will apparently only
accept from the ISP's mail server.

Thank you for at least replying with legitimate suggestions. You were
correct that it was our ISP's problem. It turned out that our PTR had been
replaced with a generic record that wasn't pointing to our MailServer.
