cant send to email address in France   
Our exchange server is working fine, except today we had a user try to reply 
to a new message with a .fr email address extension.  the email is 
immediately returned with the following error.

The following recipient(s) could not be reached:

      'Adressee's name (adressee's email adress@club-internet.fr)' on 
5/9/2008 3:34 PM
            You do not have permission to send to this recipient.  For 
assistance, contact your system administrator.
            <fomlaw.com #5.7.1 smtp;554 5.7.1 
<adsl-63-203-231-2.dsl.snfc21.pacbell.net[63.203.231.2]>: Client host 
rejected: DU0036 Use the mailserver of your ISP>

Our exchange server delivers without problem otherwise.  Please help.

They are rejecting your messages because your ip address is owned by
pacbell.net and is probably not a static ip.
Heck, they even tell you how to resolve it "Use the mailserver of your
ISP"

It is a static IP.  
As far as I can tell, there is no setup to define SMTP server within ICW.
And every other email address we send to delivers.  Is there any policy 
entry that enables or filters email address extensions?

Perhaps you need to take a break from contributing if you cannot manage your 
intoloerence for those who have what you perceive to be simple problems.  I 
thought that this newsgroup was supposed to help those who cannot resolve 
problematic issues, not be a forum for self proclaimed know it alls to sling 
insults.  Better to keep quiet than remove any doubt.

You would need to setup a SMTP connector and then add a smarthost
entry for your ISPs mail server. In fact, you can set up a SMTP
connector for just that domain you are trying to send to and test.

accept from the ISP's mail server.

Thank you for at least replying with legitimate suggestions.  You were 
correct that it was our ISP's problem.  It turned out that our PTR had been 
replaced with a generic record that wasn't pointing to our MailServer.
