Error Number: 5 In OWA   

Exchange Server 2003 Standard

Users trying to change their passwords in OWA get the error message "Error 
Number: 5". I tried creating a brand new test email account and got the same 
message. I tried the following the steps in 
http://support.microsoft.com/kb/833734 but got the same result.
