Windows Mobile fails on initial OTA sync attempts with error 0x800
We are having an issue with some Windows Mobile devices trying to use Active
Sync OTA to connect to MS Exchange 2003 SP2. The connection to Exchange is
working on approximately 40 â 45 WM devices so the Exchange piece is
configured properly. These are SSL connections through a firewall where the
outside address is NATâd to ISA 2006 Server, which publishes the OWA server.
The devices having issues are brand new and have never been connected to our
network, and have not been connected to a desktop PC and had active sync run
(which to me rules out a DNS Cache issue discussed in this post

The connection is configured correctly in Server Settings. Upon attempting
a sync, it shows âMicrosoft Exchangeâ at the top of the screen, and
âSynchronizingâ at the bottom. After several minutes, this times out and
shows the result of âLast:Noneâ.
When checking the Status of Active Sync, we get:

The server could not be reached. This can be caused by temporary network
conditions.

I currently have 3 phones that are exhibiting the same symptom, 2 of them at
my location. One is Windows Mobile 5, the other Windows Mobile 6. The OS
versions are as follows:
WM6
5.2.1810 (Build 18325.0.6.3)
WM5
5.1.195 (Build 1493.2.2.2)
As I mentioned, we have between 40 â 45 Windows Mobile devices that are
using Active Sync to connect to our Exchange server, and these all work fine.
We did make a change in our network last month where we added a routing
subnet to serve as a buffer between our firewall and our internal subnet.
However all servers that communicate with the outside world are working fine.
The ISA server publishing the OWA server is also being used for OWA web
mail, and it is used fairly heavily throughout the day with no issues, so
this does not seem to be a network issue.
I have searched various KBs the past few days and have not come up with
anything useful.
