Transcation log files   
Is it possible to keep your exchange transcation log files on another server. 
If so how?

Not it isn't, however you can move them to their own dedicated disk on the 
Exchange Server in question.

Would it affect the performance of databases if it's in own partition but 
same array. Our plan is to have the Mailbox database its own partition and 
the public database on its own partition and seperate array, and transaction 
log files are going be on same array as the mailbox database but own 
partition.

If you have the required IPOPS to support both on the same diskset, albeit 
different logical partitions then peformance won't be an issue. However it 
isn't best practice to have them on the same diskset for disaster recovery 
purposes - 2 seperate disksets are recommended here.

Splitting data in two different partitions on the same physical disk(s) is 
totally useless in terms of performance.
