Personal Folders   
Can you create personal folders  from Outlook Anywhere from Exchange 2007?

Presuming that by Personal Folders you mean PST files, note that these are 
an Outlook thing about which Exchange knows nothing - and are best avoided 
entirely if you've got Exchange anyway.

Outlook Anywhere knows the Personal Address Book, but does not know about
Personal Folders (.pst) files.

Who's Jill Johnson? Is this a pseudonym for Dianne Walker?

Personal Address Books are also an Outlook thing, and are archaic (haven't 
been needed for many versions). I'm really not sure what your question is. 
You might want to compose a new message with a lot more detail about your 
situation and goals.
