I am getting this error when i try to send emails to non-local domain from 
Exchange Server 2003(configured on private IP address).
My IP address is not listed anywhere.

Error:
 There was a SMTP communication problem with the recipient's email server.  
Please contact your system administrator.
            <iopgw.iop.net #5.5.0 smtp;550-(iopgw.iop.net) [203.81.234.238] 
is currently not permitted to relay>

is this issue from my exchange server or destination email server?

Well its configured on private IP address..it not live mail server...
i use POP3 downloader to download emails from hosting....
i am using DNS to route emails....after failing to remove error...i switched 
to using smarthost...its working....
so...what might be the issue causing that error....my ip too is not listed 
anywhere...

If you are using POP3 Downloader or SMTP for that matter, then using a ISP 
or Filtering Service Smarthost is a better solution.  Less likely chance of 
your mail being rejected by a Spam Filter.
