Exchange server NDR #5.7.1   
Hi all,

I facing a problem when client try to send out email with "high importance". 
I got a bounce back msg at below : -

You do not have permission to send to this recipient.  For assistance, 
contact your system administrator.
 <domainname #5.7.1>

This is only happen when email send with "high importance", any idea, 
appreciate advice from all the expert here.

Yes, found some of them are external user also.

Where is the NDR coming from?  Please post the full NDR and the naming 
context surrounging it.  Are they sending to everyone by selecting all 
mailboxes from the GAL, or are they using a distribution group?  Do they 
have rights to send to that many recipients?  If they're sending to a 
distribution group, do they have rights to send to that group?
