Moving Info   
I have most of the Pasquotank County in domain co.pasquotank.nc.us and the 
official mail server address is mail.co.pasquotank.nc.us 

The previous administrator set up the email server as pmail.pasq.nc.us and 
it sort of worked through some internal relays but is failing more often than 
not do to spam filters and relays so I am told. 

I have a new server with exchange ready to go online as 
mail.co.pasquotank.nc.us but am unsure of how to precede with moving the 
mailboxes contacts and shortcuts now in place

Right now we are on 2003 but will be moving to 2007 next year. Would the 
process be the same for both versions.

Essentially yes, you would install the 2nd Exchange Server then use the Move 
Mailbox Wizard to move mailboxes and then follow this article to remove the 
first Exchage 2003 Server,
