PR_MESSAGE_DELIVERY_TIME question   

I noticed that some journaled / enveloped emails (Exchange 2003)  dont 
always have a PR_MESSAGE_DELIVERY_TIME MAPI property value.   What are the 
MS Exchange rules as to when this property will be present for journaled / 
enveloped emails?
