Exchange 2007 topology   
We are planning to go for Exchange 2007 single forest topology with country A 
being the hub and no Exchange server in other countries, like what Microsoft 
is doing. But I would like to find out for the branch offices within each 
country, can I just have an AD server at each office and all the branch 
offices network are connected via firewall IPSec, and also to country A, so 
that if any AD server fails, authentication can be obtain from other AD in 
same country or from country A?

This isn't an Exchange topology question is it? It's an AD topology
question and your answer on whether to deploy a GC in certain (or all)
remote offices is dependent on the usual factors such as number of
users, what they do, the size and resilience of the connections etc.
