Out of Office Replies to the Internet   
Is this setting only global or can it be configured per MX domain?  We
want to be able to specify who can have out of office repies to the
internet.

Global, look for enancements in Exchange 12

You can specify which domains you can send OOFs to (recipient domains) - by 
setting up separate Internet Message Format settings for one or more 
domains.

You cannot specify settings for sending domains.
