Prevent User from sending to...   
We have two different things we need to address in our organization.

1.) Is there a way we can prevent users from sending emails to other users? 
I know in AD you can go in and set Delievery Restrictions to "From everyone 
except:" but if you want to prevent one user from sending to 5 others that 
perhaps, they have no business reason to send to, then you have to go into 
each of the 5 users and setup that one user in the exception list. Can it be 
done from the senders side some how?

2.) Is there a way to prevent users from one OU to send to another OU? They 
would still be to be able to send and receive email from the outside world. 
We also have employees that need to send to all users/OU's (a company wide 
email for notification issues etc) is there some sort of over ride that 
could be put in place for them?
