passwords   
Not sure if this is the right place to ask this.
I have two domains (not trusted) and and one exchange server that deals with 
all email. due to the password policy that is in place when a user changes 
their password in domain1 i need to physically change their password on 
domain2 to reflect the change otherwise they cannot receive email. is ther 
anyway that the change is replicated across the domains?

No, not with your existing setup.

It used to work that way, i have recently had a MSE in to update the servers 
and now it don't work, every time a password is changed on one domain it 
needs to manually changed on the other.

I can't see how this would ever have worked if these are two unrelated 
domains with no trust, even. However, it isn't an Exchange question/issue - 
I'd suggest posting in an AD group for more help.
