Exchange server 2003 - inter server BDAT not working   
Background - we had a server crash, restored it (is a new server in fact).  
Internal server only.
Emails started backing up in the queues.  Noticed it was emails with a 
larger size.
Moved mailboxes to a different server.  Public folders however can't 
(easily!!) be moved.  I know I could anyway move these folders with a bit of 
work but would anyway like to find out what the underlying problem is.
Ran the diagnostics tool with the "mail backing up" diagnostic selection.  
Showed BDAT failing to both internally-connected servers, no other obvious 
error (comes up with stuff like 4096 ping has to be fragmented but that 
doesn't seem like an error to me).  Switched firewall off, no help.  Took out 
all non-exchange sinks on both sending and receiving servers, nothing changed.

The smtp log doesn't help (as far as I can see!), I just see a bunch of BDAT 
250 (good) followed by QUIT 240 (bad) like this:

What should my next step be to get to the bottom of this problem?!
