Rejecting Spam instead of quarantining or deleting   
Is it bad to reject spam at the content filter?  Let's say we reject spam 
with an SCL of 9.  The NDR will possibly be sent back to valid addresses.  
Will we get blocklisted on RBL's?  This seems like a better option that 
deleting and quaratining if safe.

No.

If you reject, the sending server generates NDR. Your server doesn't 
generate anything.

You're right.  Just tested it and the sending SMTP server sends the NDR.
