Is it bad to reject spam at the content filter? Let's say we reject spam with an SCL of 9. The NDR will possibly be sent back to valid addresses. Will we get blocklisted on RBL's? This seems like a better option that deleting and quaratining if safe.

You're right. Just tested it and the sending SMTP server sends the NDR. Thanks.
