I can't give you an answer straight off but maybe give some tips on what I'd
start by looking at? If you know all this then feel free to skip to the next
answer :-)
Sounds like you have two symptoms - possibly of the same issue, perhaps
different issues. The first one is directory access - sounds like some
issues in contacting an appropriate DC/GC. I would use the 'netdiag' and
'dcdiag' tools to do some troubleshooting, and do some research on dsaccess.
If you've got DC/GCs available in local site over good connections, this
shouldn't be a problem, but if you have firewall, extended sites, etc. then
it might. It may also depend on where your Outlook clients are (in AD site
terms) in relation to your Exchange servers. Which DCs does Exchange admin
report it is going to use? Are these in the same site as Exchange / Outlook?
13 failed connections is not normal, no.
The second symptom just sounds like poor disk throughput - is your
transaction log drive on a dedicated spindle or does it share with other
uses (system, databases, SQL etc.). How many users do you have? Transaction
log drive throughput is critical to an Exchange server - and a high log
record stalls value will normally result in users getting an hourglass or a
'connecting to exchange' dialog. Ensure the log drive is dedicated and get
some perfmons running on all the physical or logical disk counters - at
least to rule out the typical factors.
Have you run ExBPA (and a baseline perf test in that tool)? Also check if
you have any server AV that they don't scan any Exchange directories or
processes (i.e. not store.exe or mad.exe)
