So I am not understanding your comment "I need to change it to the host of
the domain's SMTP server as the ISP's SMTP server is being blacklisted by
many spam filters." Who is the domains SMTP Server? In addition, if you
have a business account with your ISP then they should not be blocking port
25 from your IP. Worst case, they should at least allow you to Authenticate
on port 25 to their mail server. Although, if there mail servers are
blacklisted then I would be looking for another ISP.

To further explain the situation, although this doesn't really help fix the
problem, I am currently using Cox HSI. I have a residential account and I
use this server for my own personal use. To get the same speeds that I get
now, I would have to shell out an additional $200 a month to go to a
business account. Not worth it to get a static IP and port 25 access.
My domain is hosted through dreamhost and they offer SMTP service on 587 for
this very reason.
Cox is being blacklisted because their SMTP servers are basically open
relays for their customers and quite a bit of spam still goes out through
them.
Also, my email will fail certain spam filters since it comes from one domain
but is sent from an SMTP server that isn't associated with that domain.
So if I can use dreamhost's smtp server, I can kill a few birds with one
stone.
Let me say again, everything works if I use my ISP's smtp server. I can
connect and send email using Dreamhost's SMTP server via Telnetl, outlook,
etc. no problem as well, so it isn't a blocking issue or dns issue, etc. I
just cannot get the exchange server to connect .
