Forward all email to host's SMTP server, not on port 25   
Scenario:  SBS2003 w/ Exchange 2003 SP2, fully patched.   The ISP blocks ALL 
port 25 traffic other than their SMTP server.  The current setup has all 
email being forwarded to their smtp server using the smart host setting in 
the default smtp server AND the smtp connector.

I need to change it to the host of the domain's SMTP server as the ISP's 
SMTP server is being blacklisted by many spam filters.

Doing a telnet test, we can connect to the ISP's SMTP server over port 587 
and send email no problem.

Things I changed:
Default SMTP Server -> Properties -> Delivery Tab -> Outbound Connections -> 
TCP Port set to 587.
Default SMTP Server -> Properties -> Delivery Tab -> Outbound Security was 
set to basic with the username and password (same we used in the telnet 
tests that worked)
Default SMTP Server -> Properties -> Delivery Tab -> Advanced -> Smart host 
was changed to the Host's SMTP server (we shall call it mail.host.com )

In the General Tab of the SMTP connector, Forward all mail through this 
connector to the following smart hosts is checked, and the host's SMTP 
server is put in there.  The local bridgeheads are still set to the same 
default Smtp virtual server as before.   Under the advanced tab, outbound 
security was set to the same username and password.

All Exchange services had been restarted.

All emails just hold in queue.  Nothing hits the SMTPSVC1 logs.

I don't even know where to look to see what the problem is.  From every 
guide / forum post I could find, that should have me covered.

So I am not understanding your comment "I need to change it to the host of 
the domain's SMTP server as the ISP's SMTP server is being blacklisted by 
many spam filters."  Who is the domains SMTP Server?  In addition, if you 
have a business account with your ISP then they should not be blocking port 
25 from your IP.  Worst case, they should at least allow you to Authenticate 
on port 25 to their mail server.  Although, if there mail servers are 
blacklisted then I would be looking for another ISP.

To further explain the situation, although this doesn't really help fix the 
problem, I am currently using Cox HSI.  I have a residential account and I 
use this server for my own personal use.  To get the same speeds that I get 
now, I would have to shell out an additional $200 a month to go to a 
business account.  Not worth it to get a static IP and port 25 access.

My domain is hosted through dreamhost and they offer SMTP service on 587 for 
this very reason.

Cox is being blacklisted because their SMTP servers are basically open 
relays for their customers and quite a bit of spam still goes out through 
them.

Also, my email will fail certain spam filters since it comes from one domain 
but is sent from an SMTP server that isn't associated with that domain.

So if I can use dreamhost's smtp server, I can kill a few birds with one 
stone.

Let me say again, everything works if I use my ISP's smtp server.  I can 
connect and send email using Dreamhost's SMTP server via Telnetl, outlook, 
etc. no problem as well, so it isn't a blocking issue or dns issue, etc.  I 
just cannot get the exchange server to connect .

Okay, I did nothing except change the SMTP server in the SMTP connector from 
mail.host.com to [IP Address] and now it works fine.

That makes no sense since I can resolve mail.host.com no problem.

But it works.
