Cannot send mail to a specific domain   
How do i know if it is my problem or the receiving server's problem.  I 
cannot send or receive mail from xxx.gov.  They receive mail from a yahoo 
test.  i can telnet from my mail server to their mail server so it is making 
a connection.  Is it something in my dns or theirs?  They say they do not 
have us blacklisted that we are whitelisted.  How do you go about 
troubleshooting a single domain problem?  What else can I look at?

Hi - always post your version & SP level of Exchange in these groups - 
answers frequently vary by version.

If you get an NDR, please post the exact text.

Take a look in message tracking, and also try SMTP logging.

OK - so try my suggestions re tracking & logging. Also, once you find the 
SMTP conversation in the logs, contact the recipient's mail admins and ask 
them to review their logs as well.
