- SCR does not provide failover. If that's the intent, look into failover
clusters (MSCS) and CCR.
- SCR target needs to be activated. The recovery paths are Database
Portability (mount Database and use Move-Mailbox -ConfigOnly to modify user
configs to point to server where it's mounted) or /RecoverCMS (if source is
a CMS and destination is a cluster with no CMS created) or /RecoverServer
(on another server or by uninstalling Exchange on SCR target).
- Yes, you can do a drill for this setup - preferably after hours.
Understand the recovery paths, perform them in a test (lab) environment
first.
- SCR source and target cannot be mounted at the same time, although it may
be possible to mount the replica on SCR target using Database Portability,
but not moving user configs to point to it.

I understand how on Site A, there was a failure, you could just "Point"
exchange to use Site B from the interface. (which has to be done manually).
What my boss wants me to accomplish, is to have a DR drill, where site A
might totally go offline. Where am I at that point? How can I access the
mail on site B? Is there a particular design I would use? I am planning on
using SCR between the two sites. I was thinking it would be risky to
suddenly switch the exchange server. Is there a setting where I can run them
both simultaneously instead of Source Target?

It's important to know that there are two different alternatives to bringing
the copy online with SRC or really any replication mechanism for 2007. Each
has it's advantages and disadvantages.
recoverCMS (and clearCMS, yup you need SP1) has a one to one mapping of CMS
to recovery or standby server. With portability, you can have a many to one
relationship (if the SG names don't conflict - it takes a bit of planning
for the naming convention used for SGs). With recoverCMS, there's some DNS
pointers to update, but it's essentially the same CMS. With portability,
you need to consider the client and potential redirection efforts as well.
